Method:
This article may contain quest spoiling information! Speak to Captain Breg on the ship in Garrogat about the "foreign lands". Then go to Ruppel Heldmann in Garrogat castle and ask about the "foreign lands". Next speak to Baron Johann Ardlich about the "foreign lands". Return to Ruppel Heldmann and say "baron". You'll need to bring him a Chimera Mane. Ask Ruppel about the "foreign lands" once more. You can now sail to the island with Captain Breg.
